That incredibly high guy on "30 Rock" is beating the rap for drunk driving. And yet, this morning I get pulled over on the freeway for driving in the breakdown lane. Where's the f*cking justice?

Thanks to his arrest for drunken driving last November in New York, Morgan will be forced to wear a Secure Continuous Remote Alcohol Monitoring ankle bracelet for 90 days, Los Angeles City Attorney's Office spokesman Frank Mateljan confirmed to E! Online.

In February, Morgan was fined $1,000 and had his license suspended for six months after pleading guilty to his NYC driving infraction--but the 30 Rock star also ended up in hot water in L.A. because he was already on probation from a similar bust in December 2005.
