"The Insider" has learned who police say was at fault for the Thursday night car accident involving Olympic champ Michael Phelps.A Baltimore police official tells us that the other driver, a female driving a Honda Accord, ran a red light before colliding with Phelps' Cadillac Escalade SUV.
Phelps was not injured in the accident, while the other driver was taken to a hospital to be checked out.
No arrests were made and no charges were filed.
