"The Insider" has learned that Olympic champ Michael Phelps will be cited by Baltimore police following a Thursday night car accident he was involved in.

A Baltimore police spokesperson tells "The Insider" that the department will cite Phelps for driving with an invalid Maryland license, and for not having established residency in the state.

Phelps has not yet been fined, but he is required to appear in court.

"The Insider" has also learned that Phelps was not at fault for the accident, but rather, the other driver was to blame for running a red light.

  • Figures the at fault party will probably get no ticket. Give this guy a break. He spent so much time overseas and in the military all it takes is a military ID to extend a state issued drivers license.

  • Why no driver's license Michael? Even Olympic medal winners have to get one if they want to drive.
