Maybe it's a diversionary tactic: If they're staring at and shooting her blatantly, shamelessly exposed breasts, they won't be recoiling from the horror that lies above the neck. Is she not feeling well? That's some kind of grimace she's wearing - probably because her chest is cold.

I think this is kind of pushing the bounds of public decency. I'm no prude, but what if a young child came across this mess? Or even worse, an impressionable teenage girl? That's one hell of an example to be setting, but I'm sure Kim is just passing the torch. The Stewart clan is not known for their conservative nature or attire.
