Is it fair that stars with the lowest scores aren't necessarily eliminated on DWTS?

• No! The bad dancers take up spots of the others with talent!
• Yes! It's America's vote AND the judges votes combined... bad dancing can get good votes!
• It gives the under-dogs a chance, but it is annoying at times.
